fix(metadata): 🐛 improve metadata retrieval and error handling

* Changed type hint for `paths` from `[Path]` to `list[Path]`.
* Simplified the check for `pyproject.toml` existence.
* Enhanced error handling in metadata retrieval with specific exceptions.
* Updated the `update_available` function signature for clarity.
